According to Federal Law of the Russian Federation No. 116-FZ, a special economic zone (SEZ) is a part of the territory of the Russian Federation, which is defined by the Government of the Russian Federation and on which a special regime of entrepreneurial activity operates, as well as the customs procedure of a free customs zone may be applied.

In other words, residents of a special economic zone have the right to enjoy reduced tax rates on profits, property, land and transport, thereby increasing the competitiveness of their products.

The Federal Authorities and the Ministry of Industry and Trade of Perm Krai are responsible for monitoring the resident's performance of the agreement on the implementation of activities.

The procedure for monitoring the performance of the agreement on the implementation of activities by a resident of SEZ Perm is regulated by Order No. 530 of the Ministry of Economic Development of the Russian Federation of 23.08.2016.

Checks can be scheduled and unscheduled. Planned inspections are carried out annually on the basis of the approved plan of inspections, but not earlier than 24 months from the date of the agreement on the implementation of activities.
