More than 150 more new jobs are planned to be created.
In the capital of the Kama Region a meeting of the working group on the assessment of passports and financial models of investment projects of potential residents of the Special Economic Zone “Perm” took place. Three new applications of the potential residents of the SEZ were considered: LLC “Technology of Composites”, LLC “Bio Parma Tech” and LLC “Perm Industrial Park”, as well as the application for the adjustment of the passport and financial model of the investment project of the acting resident of the Special Economic Zone - LLC “Osentsovsky Steel Rolling Plant”, reported in the regional Ministry of Industry and Trade.
The working group, chaired by Alexey Chibisov, Deputy Chairman of the Government - Minister of Industry and Trade of the Perm Region, included members of the Government of the Perm Region, representatives of the Ministry of Industry and Trade of the Perm Region, the Perm branch of the National Research University Higher School of Economics, the Regional Engineering Center Foundation, the Investment Development Agency, the administration of the city of Perm and the Perm Municipal District, the Regional Industry Development Fund of the Perm Region, and the Ministry of Industry and Trade of the Perm Region.
The working group analyzed and approved applications of future residents of the special economic zone of industrial production type “Perm”, as well as adopted adjustments to the passport and financial model of the investment project “Osentsovsky Steel Rolling Plant”.
In particular, the company “Composites Technology” plans to organize on the territory of SEZ the production of polymeric multilayer pipes for external networks of water supply, water drainage and gas distribution, as well as for the systems of oil products transportation. The planned production capacity is 15120 tons per year. Due to the construction of the new production complex, the company plans to create 86 new jobs. The company is ready to invest about 900 million ₽ (excluding VAT) to realize its project.
Bio Parma Tech intends to establish a biotechnological plant to produce a wide range of import-substituting feed additives and protein products for agricultural enterprises and farms. The important goals of the project are to reduce the energy intensity of feed additives production processes, as well as to increase the efficiency and safety of livestock enterprises by reducing the use of feed and therapeutic antibiotics and increasing the feed bioavailability of essential amino acids as a result of animal consumption of the project products. The realization of the project will create 25 new jobs. The amount of investment that Bio Parma Tech Ltd. is ready to make for the implementation of its project will be about 812.5 million ₽ (excluding VAT).
The Perm Industrial Park Company is planning to set up production of mineral wool insulation products on the site of the Special Economic Zone. According to the company's representatives, the project's products are included in the List of critical industrial products in the industry of building materials (products) and building structures of the Russian Federation for 2024 and the planning period of 2025 and 2026, approved by the Order of the Ministry of Industry and Trade of the Russian Federation No. 1821 dated April 25, 2024, and can be used in almost all areas of construction. Thanks to the construction of the new production complex, the company plans to create 47 new jobs. The company is ready to contribute about 916.7 million ₽ (excluding VAT) as investment for the realization of its project.
Finally, Osentsovsky Steel Rolling Plant has already started construction of a new energy-efficient complex of steelmaking and rolling departments for the production of long products made of alloyed, non-alloyed and stainless steel in the SEZ. Company representatives note that the technical solutions incorporated in the proposed plant make maximum use of energy- and resource-saving equipment and technologies, which is why the planned electricity consumption figure in the investment project documents has been reduced.
The next stage of work with potential residents will be the preparation and signing of an agreement on the implementation of industrial and production activities on the territory of SEZ Perm between the residents, the Ministry of Industry and Trade of the Perm Territory and JSC Management Company SEZ Perm.
