Last week, the first meeting of the Supervisory Board of the Special Economic Zone of the Industrial Production Type "Perm" was held, headed by Deputy Chairman of the Government - Minister of Industry and Trade of the Perm region Alexei Chibisov. The Supervisory Board includes representatives of the Ministry of Economic Development of the Russian Federation, the Ministry of Economic Development and Investment of the Perm Region, the Ministry of Property Management and Urban Planning, the Administration of the City of Perm, the Administration of the Perm Municipal District, the Perm Region Development Fund, the Perm Financial and Industrial Group, as well as representatives of the Managing Company SEZ Perm.
The session resulted in the approval of the Rules of Procedure of the Supervisory Board of SEZ "Perm". In addition to that, the agenda of the meeting also included the discussion of the Perspective Development Plan for the Perm Special Economic Zone for the ten-year period up to and including 2032.
In the SEZ "Perm" is planned to locate industrial enterprises, including civil aircraft engine construction, machine building, shipbuilding, metallurgy, metalworking, chemical and pharmaceutical industries, processing industry, as well as the production of building materials and others.
According to the Perspective Development Plan for the Perm Special Economic Zone of the Industrial Production Type, the key priorities for the development of the SEZ are: creating infrastructure facilities, filling the site with residents, as well as developing a value-added chain.
The development of the territory will be carried out in stages. At the first stage of development (2023-2025) of the special economic zone of industrial production type "Perm" it is planned to build the internal and external infrastructure objects. Future residents will be connected to all the networks necessary for production: electricity, gas, water, sewage, heat, and a network of highways. In addition to the creation of infrastructure, at this stage, measures will be taken to fill the territory of SEZ Perm with residents. At the second stage of development (2026-2032), it is planned to maintain the functioning of infrastructure facilities that have been commissioned, support resident projects and attract new residents.
It should be reminded that five residents are already planning to implement their investment projects on the territory of the special economic zone of the industrial-production type, whose business plans were supported by the Expert Council of SEZ "Perm". Among them is JSC "UEC-Perm Motors", which is planning to build a production complex for mass production of aircraft engines PD-8, PD-14, PS-90A and limited liability company "Perm Shipyard", which is planning to modernize production capacity for the production of river and sea vessels, metal structures, stopping and mooring facilities. Another potential resident LLC "Osentsovsky Steel-Rolling Plant" plans to create a steel plant for the production of long products. Forplast LLC is ready to establish its own production of synthetic waxes on the territory of special economic zone "Perm". A potential resident LLC "STELLA PLASTIC" intends to build a plant for the production of plastic products.
At the end of the Supervisory Board meeting, the members of the Supervisory Board unanimously adopted and approved the Perspective Development Plan for the Perm Special Economic Zone of the Industrial Production Type. Implementation of the Development Plan and investment projects on the territory of SEZ "Perm" will allow potential residents to create new production capacities, expand the existing enterprises and reach a new level of financial and economic activity.
